Gilberto Moscoso-Rodriguez

Domestic Funds Program Associate

Gilberto Moscoso-Rodriguez is a program associate at the Center for Disaster Philanthropy, where he supports the domestic funds team in advancing programmatic efforts through evidence-based insights and robust data systems. His work strengthens disaster monitoring across the United States and informs strategic and practical approaches to disaster-related giving.

Originally from Colombia, Gilberto has advised multilateral organizations, philanthropic institutions and nonprofits on designing and scaling humanitarian and disaster relief programs. His expertise centers on collaborative partnerships, resource mobilization and capacity-building strategies for locally led responses across Latin America and the United States.

Before joining CDP in October 2025, Gilberto provided day-to-day project management support to philanthropy consulting services, helping family, corporate and institutional donors enhance the effectiveness of their giving.

Gilberto also brings international experience as partnerships coordinator at the International Rescue Committee, where he developed innovative funding mechanisms to channel financial and technical resources to local grantee partners, fostering humanitarian relief efforts for underserved communities in Colombia, Ecuador, Peru and Venezuela.

He holds a master’s of public administration in development practice from Columbia University, as well as a bachelor’s in government and international relations and a master’s in development management from Externado University in Colombia.
